In response, three prefectures formulated a \"Guideline of Educational Rural-Homestays\" and  one  other  prefecture  formulated  a  \"Guideline  of  General  Rural-Homestays\".  Since then, the total number of prefectures which has written a guideline of rural-homestays \nrose  to  16.  One  of  those  prefectures  called  Ehime  wrote  a  guideline  that  permitted accommodation business without a license for three years. Another prefecture called Oita worked  out  new  way  which  enabled  business  to  split  seasonal  licenses.
